The Kwara State Government has reiterated its commitments to a realistic and sustainable health planning process, one that aligns with the Federal Government’s Hope Health Agenda and responds to the actual needs of the people.

To this end, the State Ministry of Health commenced the 2026 Annual Operational Plan (AOP), development process, with a three-day non residential operational planning workshop, for all Departments, Agencies, and Programmes (DAPs), in collaboration with the United Nations Population Fund (UNFPA) and other partners, at a workshop held at GPinnacle Suites, Ilorin, from 23rd to 25th September 2025.

The workshop was specifically designed to strengthen the use of an online planning tool that integrates the 2026 health sector priorities, baselines, and targets. 

Participants were drawn from every unit of the Ministry of Health to ensure inclusiveness, transparency, and accountability in the development of the Annual Operational Plan.

Declaring the workshop open, Honorable Commissioner for Health, Dr Amina Ahmed El-Imam, represented by the Permanent Secretary, Dr Taoheed Abdullahi, noted that Kwara’s health actors are committed to producing a pragmatic and achievable operational plans, for the coming year.

She emphasized that the workshop was critical, as its outcomes would shape the 2026 state health budget. 

“All hands must be on deck, to come up with an outstanding plan that not only meets our priorities but also translates into tangible benefits for our citizens,” she said.

Dr El-Imam further explained that participants were expected to populate the planning tool with activities that align with the state’s strategic health goals, adding that collaboration among DAPs was necessary to avoid duplication of efforts.  

“Synergy across programmes would deliver better outcomes and more efficient use of available resources,” she stressed further.

The Commissioner then appreciates the Kwara State Government supports for strengthening the health care system over the years, noting that it reflects the administration’s alignment with Federal Government’s Hope Health Agenda, aimed at delivering quality healthcare to Nigerians.

In her contribution, the AOP Focal Person Kwara State Ministry of Health, Dr Kudirat Lambe, described the Annual Operational Plan as the “mirror” of the actual budget. She explained that the AOP provides a practical roadmap of activities that will eventually translate into improved health outcomes for the population.

“Presently, we are developing the 2026 Annual Operational Plan, using a sector-wide approach. Just like last year, we are involving all key stakeholders to come together so that we will have one plan and one report. This year, there is more collaboration, limiting fragmentation, and duplication of activities across sectors in order to have a more effective allocation and utilization of resources,” Dr Lambe added.

She also pointed out that the AOP provides a platform for evidence-based planning and ensures that available resources are maximized. According to her, the collective participation of stakeholders makes the plan robust, inclusive, and reflective of the realities on the ground.

Also speaking, the  Representative of United Nations population Fund(UNFPA)Dr Esther Shomefun highlighted the importance of the workshop, assuring that it will directly translate to positive health outcomes in the state

She commended the ministry for its commitments and appreciated the dedication of participants.

Dr Shomefun urged stakeholders to sustain the collaborative spirit demonstrated during the exercise, adding that consistent and coordinated planning is essential to achieving measurable progress in the health sector.
